Diversion Theory

Years ago the house was designed to divert its rainwater into the city's storm water management system. As the city grew the system became overwhelmed and such drains were outlawed and that water became the landowners problem. This was a part of the conspiracy of outflow diverter manufacturers to increase their sales.
