   yes, he was. the cat seemed to be owned by a homeless person sitting nearby. but the thing is that this cat was behaving very very strangely... when i crouched down to take his picture, he was staring at somewhere else just ignoring me. then suddenly after one second, he tried to jump up on me. then ran away... but he was tied up to the post and couldn't go anywhere. after several seconds, he came back to his place pretending nothing happened... weird.
